This tends to be the distributor being bad. Sometimes the sensors go bad and they can test fine but still be bad. Unless it's throwing a code it's not easy to figure these types of issues out. I would try checking for codes first.

Verify there is a full pan of oil, low oil/oil pressure will not activate the VTEC solenoid and possibly put the car into a limp mode.
Verify the VTEC oil pressure sensor is also properly working. If it is failing or leaking, lack of pressure at the VTEC solenoid will not switch it and the computer will not activate VTEC.
Verify your Tachometer is working correctly, they are known to become lazy and not read the full RPM. Verify this by using the Tach Test port near the fuse box. Blue wire/white dots with huge rubber plug on the end. Attach to a test tach and verify RPMs on test tach and car tach.

ECUs/PCMs are rarely the problem. Check everything else before replacement.

OP,
I'm in the same boat as you with no end in sight, atm... also it isn't throwing any codes AND the vtec seems to be functioning properly!? Imagine that. Holmesnmanny does raise an interesting point though regarding sensors that test well, yet still malfunction. I'm also curious if it's possible that the vtec solenoid is functioning properly but the vtec oil pressure sensor is not? If you've tested multiple ECU's and still gotten the same results the issue is definitely not in the ECU. I've done the same thing and gotten the same result. I've also been through the distributor and all of the ignition/timing related parts to no avail, BUT.... I have to agree with both of these gentlemen that the vtec solenoid/oil pressure sensor and the distributor are the 2 best places to start, as they're your most likely culprits. If, like me, you're not throwing any codes though?.... well then you're in for a complete and utter **** show! There's just so many possible causes and without a code to point you in the right direction it'll quickly become very frustrating. Normally the things that typically cause this type of issue WILL throw a code though so definitely check that first. I'm sorry I can't be of more help to you but, between Holmesnmanny and MAD MIKE you've got about 2/3 of the of the bulk of the knowledge available in this particular forum... ie. These guys really know their ****! So start there and keep us all updated. If you want to check out all the different things I tried, I think I've got 2 or 3 different threads going on the subject, and if there's anything specific that you'd like to try, that I've done, and need help with plz feel free to ask. I'll walk you through everything I've done as best I can. GL
