When the a/c is on and blowing cold with the recirculation light on, it is still letting in fresh air. When you switch the blower to off the mode and recirculation lights stay on. I had this problem in the past with a different vehicle but can't remember which way I went with it. Thanks

 

Could you be more detailed? How do you know it's letting in fresh air? The fan/blower motor switch gets power separate from the recirc and mode switches so has no effect on the operation of the lights.
