Coilover sleeves with to tokico blues?
I'm planning on getting tokico Blues with skunk2 coilover sleeves or skunk2 lowering springs. Any advice on which would be better than the other? Going on a 98 ex. Looking to eliminate most of the wheel gap but not be "slammed" or "dumped"

The skunk2 lowering springs lower the car like 2+"....which is way too much for stock length shocks.
Idk what type of spring rates are featured on skunk2 sleeves. But the max I'd go on your shocks is about 350F and 250R.
If you already have the shocks, better options would be eibach pro series springs (NOT sportlines), or OFF THE SHELF rate ground control coilovers meant for tokicos. Don't let anyone convince you to stray from off the shelf spring rates. And don't lower the car more than about 1.25 to 1.38" from stock (use a tape measure).
If you don't already have the shocks, then...don't buy them. There are much better options for the same, or less money.

For just street use, Tein Street Advance or Street Basis coilovers. Fantastic setups...and they're priced between $500-600. I have SA's on 2 daily driven cars. One of the setups has ~55k on it and it still rides better than stock. These can probably drop the car up to about 1.5 - 1.75" comfortably.
Or Koni yellow with OFF THE SHELF GC's. You can lower the car up to 1.38" comfortably.
If you want to "properly" lower a late 80's to early 00's civic/integra more than 2" for street use...the complexity and cost goes way up. If you don't care about properly...then slam whatever setup costs the least $$ and save up for a spine replacement when it becomes available through advances in medical technology.
