Default Drive plate bolts torque to flywheel

On the 98 accord v6 I reused the bolts for the drive plate when I connected the engine to the flywheel. Honda service dept says the torque is
54lbs. When I tried torquing the bolts it seems like the bolts are going to snap off. I've searched and have not found very much information on this. So my question is what's the deal with these little bolts? Does it just have to be snug? I tried torquing the a bolt to the old transmission and it was real easy to snap one off when I set it to 54lbs. Anyone have any thoughts on this?

The bolts appear to be on tighter than they are cause the factory uses thread lock. If factory specs are 54ft/lb then thats what you set it at, and you should tighten in three stages, like 18, 36, 54 in a crisscross pattern. You want it as straight as possible.
