Default '95 F22B1 Intermittent Starter Not Engaging, Fuel Pump not working

I recently bought a 1995 Accord EX 2.2 VTEC, and it does not currently run. When I turn the key sometimes, the starter does not engage. After a little bit and a couple tries, it eventually will crank, but it won't start, because the fuel pump is not working. I do not hear the fuel pump at all, nor do I smell gas.
I checked the main relay under the dash, and it looked and smelled like burnt electronics, so I replaced it. Since I've done so, I haven't been able to get it to crank. I'm pretty sure it's the same relay though, it came off a 1994 2.2, and it looks clean, no broken solder joints and no burned looking circuit board. Either way, I don't think that's the issue, but I'd like others' input on that. Tapping the starter makes no difference either.
So, should I replace the starter or solenoid and the fuel pump, or is there something else I should check? Is there maybe a way that I can test the fuel pump?
Thanks!

You will need to be able to differentiate 2 types of no-start conditions: Your either have "Crank - no start" or "No crank - No start". So, which one do you have.

I would first make sure I can crank

1. Make sure your battery is good. Have it tested and charged (if needed) at auto stores as they usually do this for free.
2. Clean out both terminals and make sure you have good connection.

If your battery is tested good, and the result is still the same as before, I would suspect the starter.

Anyway, You want to be able to get consistent cranking before going to the next step which is "Crank - no start". This is where you start looking at Fuel source and spark

I checked the fuel pump connector with a multimeter and it is getting voltage. Still not working, so I assume the fuel pump is bad.
I'll double check the battery. I charged it a few days ago, and when the engine does want to crank, it's got plenty of power to do so.
I'll let you know what I find out, I think I'll be replacing the starter.

You may have two separate issues. First, disconnect the small connector that attaches to the starter and put a multimeter on it to check for voltage on the ecu side. Have someone attempt to start the car. If you get voltage in the start position then the starter needs to be replaced.

Next, it would be best to either get a new main relay or to have a professional resolder it, but if you are getting battery voltage to the fuel pump and it doesn't turn on then it needs replacing.
