RPMs stalling at ~2000
I have a 2003 Honda Accord LX (2.4L). Recently I have been experiencing my RPMS "sticking" or "stalling" at around 2000 RPMS. This happens to me more on the highway when I push down on the accelerator, hopping the RPMS past 2500 and then letting off. After I let off the tach drops to around 2000 RPMS and "sticks." Sometimes it sticks at around 2300, but it's always in that range. No weird noises or loss in power. It's like the she wants to shift up but can't. Additionally, my acceleration from 0-20 isn't the greatest. I feel like I'm lacking some power and the transfer from 1st to 2nd seems laggy. Otherwise gear changes seem to be solid besides this sticky RPM at 2000. I don't think it's a tranny problem, but I'm seeking some guidance in this matter from some 10 pound brains.
In the past 6 months I have replaced the spark plugs, got the valves adjusted, new valve cover gasket and O-rings, new O2 sensors both 1st and 2nd, complete new exhaust system (minus the stock muffler), replaced the V-tech solenoid with Dorman, amidst other repairs. I cleaned the throttle body and the IACV with some carb cleaner and also cleaned out a sh** ton of carbon build up in the intake manifold. Coolant and transmission fluid is new within the last 2 months. New Magnefine tranny filter as well. New cab and air intake filters.
Just trying to give y'all an overview of what's been done so you can rule some things out. Spark plugs aren't the issue. Could be the coils, but there isn't any ticking, misfires or anything like that.
This issue is more of a nuisance, but I don't want my transmission working over time, when it can just shift up or down.
Thanks in advance.

Ex: I accelerate to about 35 mph. Car's rpms initially go up to about 3000 rpms, then they drop to around 2000-2300 and the car doesn't seem to shift into a higher gear until about a minute later. So the rpms stick at the 2000-2300 rpm range until the gear change. I guess a better way to describe it is a laggy upshift.
