Default Just a few questions

So..I'm stumped. Did the head gasket on my 99 accord, it seemed to go fairly smooth. Got her all bolted up, and plugged in after about 8 hours..yay me. Put the key in, turned it twice to prime the fuel system, then cranked her over. No start, kinda expected. Turn key again...nothing. Absolutely nothing. No fuel pump, no crank, no key light in the dash, and the C.E.L isn't very bright. Check voltage at main fuse..12.6 on both side. Don't have a test light..but used multi-meter to mave sure voltage at starter..nada. First thought was main relay..go to Honda, grab another, pop it in, and still nada. Car is driving me nuts..it's been one thing after another since I got this car, and the frustrations are beginning to cloud my brain. I cant even think straight. Any thoughts? Suggestions would really be appreciated here, I'm not new to cars, or Honda's. No voltage going anywhere..pump, starter, dizzy..no where

So..I've been continuing my search to diagnose the problem. I do not want to just throw parts at it and hope it fixes the problem. Is there a diagram for the key switch pin out? I've tested for continuity on all key positions and my meter reads O.L...and I'm not sure if this car has an immobilizer or not. The key looks normal, and a few months back when my wife lost her keys I used an old (92) Integra key to start it. That key worked fine for weeks.
The fact of the dash lighting up, albeit not totally, makes me wonder if I'm testing the switch properly. Still no green key light. Still no crank. Still no fuel pump. Headlights, brake lights, blinkers, horn, radio all work. I've YouTubed this and it looks like I'm testing the correct way..battery disconnected, key turned to each individual position. Using factory chassis ground, and craftsman digital M.M.
Any thoughts are appreciated. Thanks

It's possible the main ecu ground is still disconnected.

Is that under the hood? The main ecu ground?

It's different for each car. Sometimes it's on the intake manifold, sometimes the thermostat assembly, etc etc. Look for a big wire not connected.
