With the car running and the headlights on, the power door locks and windows work fine from the drivers door control. If the headlights are up the power door locks don't work at all and the windows move only with great effort. The battery and the alternator are in tip top form. 2000 Accord 4-cyl SE.

 

Never mind. I had also removed the glove box and disconnected a ground wire in the process. Once re-connected everything works as it should.
