Steering wheel tilt lever loose..HELP!

I have a 2000 civic hx and im trying to figure out how to tighten the tilt lever so the steering can lock in place when i adjust it??

Remove steering wheel trim adjustment is on pass., [right] side will be obvious once you see it. 94
