Rear brake imbalance

Default Rear brake imbalance

Hi,

I recently bought myself a 89 civic hatch, but I'm having a rear brake imbalance problem and I cant seem to find what it is.

the left side rear brake brakes harder than the right side, both with the emergency brake and the footbrake.

I've tested the caliper and I can easily rewind the brake pistons so I dont think they are seized at all, then I was thinking prop valve but since its with the e brake aswell that has nothing to do with the prop valve I think ?
all pads and discs have alot of life in them still and the both sides are even in thickness.

anyone know what this can be ? 🙁

Since your e-brake applies the same amount of pressure to each side, I would look at the brake pads for contamination.
