Default 1994 Accord with Several Electronics Problems

Hey all, I am helping my buddy out with his 1994 Accord LX. I am very familiar with the engine electronics, but not so much with the body electronics. I am hoping someone can point me in the direction of a component "common" to all the problems. All of the following went out at the same time which is why I believe there is some common problem.

The following are not working:
- Both windows (coupe, 2 windows)
- All dash instruments (backlight is still on)
- Shiftlock is stuck on (auto trans, of course)

What I have done:
- Checked the window regulators, switches, motors (in fact, a 12v battery on the right pins got the windows closed again)
- Checked all fuses (the one for the instruments keeps blowing)
- Bench tested all relays that seemed likely to be related.
- Replaced the battery
- Tested the alternator

I have noticed that no power is even making it even to the window relay. I know I could trace the wires, but time is really of essence since he uses it daily to get to work. I never have more than like an hour to look at it.

Any ideas?

Power from under-dash Fuse no. 1 (10A) are common to the circuits that don't work.

This.

Do not rely on sight to verify that a fuse is 'good'.
Checking continuity can also be unreliable.
With the fuse plugged in and power on verify there is battery voltage on both sides of the fuse. Touch the probe of your voltmeter to the exposed terminals on either side of the fusible link...

Thanks so much! I'm glad to hear there is some potential commonality between them as I hoped.

I will check that fuse on both sides for voltage. I will post back when I pinpoint the issue.
