Legend brakes- Help!

Default Legend brakes- Help!

Hi guys.. My name is Marko and im coming from Croatia(Europe). I have Civic ek 1.5 with 10.3 inch front rotor(EX?) and i've bought legend 17cl15vn 2pot calipers with 28t caliper brackets.. I've read BrakeExpert's thread about civic's big brakes, but still have a few questions.
I understand that i need to use legend pads, but im short with money, so my first question is can i use 28t bracket with grinding? Since in Europe we have MG ZR with 11.1 rotors, 4x100 and 25mm thickness, can i use this rotor with 28t grinded bracket, and how much mm do i need to grind?
Would these brakes fit under 15' brakes or should i go to 16'? 'Cause my friend have this setup but with 23t bracket without grinding.. And im drivin on oem ek4 rims(40 or 45 offset)...
