Default Brake Light Cel Dim

Just got my car back from the mechanics and I noticed that my brake light is dim. It will randomly turn off and come back on while driving but not bright. The light only goes bright if I pull my E brake up. Prior to my mechanic visit, my brakes had started to make a squealing noise so I figured I might need to replace my pads soon.

My question,"Is the CEL telling me to replace my pads or is this an unrelated matter? Did the mechanics have anything to do with this?" (They were testing my smog equipment and installed a new catalytic converter)

That's not the CEL. Add some brake fluid to the MC reservoir.
