'97 Accord starting issues
Greetings,
As the title of the post says, I have a 1997 Honda Accord SE that will not start. Yesterday it started just fine, this morning it doesn't.
Doing some diagnostics:
Battery is 3 weeks old, and fully charged, water level is normal. When starting, I do NOT hear the starter turn or click.
When turning the key to the accessory position, (the one just before start), I hear the fuel pump engage for two seconds, when I rotate the key to start, I hear several relays under the dash click, but nothing else. I checked the Shift Interlock Circuit by holding the key in the start position while moving the gear selector from Park to Reverse and then to Neutral to 1st and I heard a relay click so that circuit is working. I've checked all fuses and all are good.
Two possible things; the starter and or solenoid is bad, or the security system is keeping the starter from energizing.
Any thoughts?

Do you have a volt meter? If so, pull the small wire from the starter solenoid (BLK/WHT) and while holding the key in the start position, check the voltage on that wire....what does it show?
