Rear parking brake caliper question

Default Rear parking brake caliper question

First off, I've been on here a while before finally finding a need to post. Thanks to this site I've made it through my motor swap for my ek hatch, as well as the complete changeover to an integra brake setup. Between the fsm and this site, I've found an answer to every one of my questions. Now, I'm wrapping up the brake job, adjusting the new parking brake (em1 cables+DC caliper) and I'm stumped. The caliper doesn't close no matter how much the cables are tightened by the adjusting nut under the lever.

so, my question is this - should I be able to move the parking brake arm on the caliper (the one with the spring) by hand? they seem frozen. In the fsm it says to move the lever all the way over so it's against the pin, but I can't do that with either of mine without the rubber mallet. Is this normal?

Same question on my Del Sol 95 with 96 Integra brakes setup(with the DC brake cable) ... waiting for someone to answer
