Default Keyless entry/ OEM alarm problem

2000 Accord LX coupe 4 cyl.

It has the factory alarm and key less entry that worked when I purchased the vehicle. The fob was old and would drain its battery too fast so I tossed it. The car also did this "unlock, unlock, lock" sequence when the ignition was in the II position after the door was shut. This caused many a lock out. I eventually started researching this and changed the driver side actuator. Continued the unlock unlock lock so I grabbed a new actuator harness from the scrap yard and replaced it. Fixed. Bad wire somewhere.

Now I've got a new fob and went to program it and nothing. I'm sure I'm doing the right method. Then I locked up sitting in it with the window down, pulled the lock button and opened from exterior handle, factory alarm not going off.

Both doors work the dome light properly and the dash shows when the doors and trunk is open properly so I don't think it's failing to arm because it thinks something is open.

I don't see anywhere about a fuse that operates this system that I could check. Just seems like it is dead.

Also, locks work properly with key, ie passenger side unlocks both doors, driver side unlocks both doors when you hold it to unlock. Both interior buttons operate locks.

Google has not been my friend and I'm pulling my hair out over this one. Any help would be greatly appreciated.
