Timing belt removal question

Default Timing belt removal question

I'm removing my timing belt and when I loosen adjusting nut the balancer belt pulley moves freely but timing belt pulley is locked. I have a 94 shop manual and use the the thread from this forum on replacement. Am I right that there should be no bolt threaded into the slide? This bolt is in place and I haven't touchéd it yet. This is why my timing belt pulley won't adjust right? Trying to clarify whether it should be there.
