98' bad lock up solenoid and P1298? Wire shortedout?

Default 98' bad lock up solenoid and P1298? Wire shortedout?

I have a '98 CRV. It has just under 160,000 on her. I've put 34K since I've owned it. I started having some electrical issues with it in December. Replaced the lock up solenoid at home and the ELD. Didn't work out. I took it to my mechanic and he's saying that it's blowing fuses and it's the result of a short some where..? Does this sound familiar to anyone? He's telling me this could get expensive to find the issue. I'm wondering if this is a CRV quirk or if something could have caused this. It sounds like maybe the guy I had weld the exhaust may have caused this. I've had very minor issues since I've had it. This is strange for sure. I might also add that when this happened the speedometer stopped working and I'm still getting the flashing "D" light.
