I would almost think those are custom, or eBay bought and just cut them to be more practical

These look pretty slim
Amazon.com: 1996-2000 Honda Civic Sedan 4 Piece EGR Fender Flare Kit 756983: Automotive Amazon.com: 1996-2000 Honda Civic Sedan 4 Piece EGR Fender Flare Kit 756983: Automotive

Or what b20hatch said. eBay bought flares. Shaved down to look slimmer.

I think that is a custome flare. I mean specifically made flares for a car are hard to find. Now a 3 piece flare would be even harder.
Maybe go to a body shop and ask them if they can track it down.
Those ones from Amazon look very similar. Just not a 3 peice. Good luck.

VIS Racing Honda Civic 2DR VIS Racing Custom Carbon Fiber Fender Flares - 92HDCVC2DCUS-076C

Extreme Dimensions 16 Universal Duraflex Fender Flares - 2 Piece - 102214

It's a universal flare, I recognized them right away. They did a good job on the installation but it will require some body work to make it look like the pics you provided.
