How can I pass inspection if I bought the car on Craigslist and it came with the swap ls vtec clean car just dumb builder and now won't pass inspection when I go to Oriely the computer says data link failure what can I do to fix it

So again I'm new and need help I bought a midori green ek hatch on Craigslist but I can't pass inspection bc when I go to Oriely to see why the cil is on it always says data link failure so please help
