Front balancer belt pulley bolt head snapped off
A friend was tightening up the front balancer belt pulley bolt (because someone didn't put it back in right and it had backed out once before) on my 1993 accord and the whole bolt head snapped off. Obviously the pulley came off as well as the belt.... Wondering how I'm going to get to that broken off bolt to get it out. Does that shaft come out at all? If I could get to the tip of the bolt I feel like I could use vice grips to back it out, but it broke off flush
I suspect you meant the crankshaft damper pulley?
'Balancer belt pulley' sounds more like the balance shaft sprocket.
With the bolt head sheared and pulley out of the way, the broken threaded portion in the crank snout should not be under any tension and will back out fairly easy. As long as the threads were not corroded/damaged. Try pressing your thumb against it and rotating from 6 > 3 O'Clock position and see if the busted bolt rotates. If it doesn't rotate easily use a small punch and hammer and lightly tap the end to rotate it in an unscrewing(counter-clockwise) direction. *tap-tap-tap-tap-tap-tap* It should back out pretty easily.

The bolt was as tight as it could be in there when the head snapped off and you really can't get anything down in there... There's no room. There is enough room for a ratchet and that's about it. You can't get to the end of the bolt, it's down in the collar. I'll see if I can take a picture and post it.
If you can get to it(Which it sounds like you cant) I would weld a smaller bolt to it...then turn that bolt out. Or you can drill a hole in it(Its pretty hard steel...so use a sharp bit, go slow and use a lot of cutting oil) Then run an easy out through it.
