1997 Civic DX Coupe D16A Swap

I've been having this sound occur for some time now and I think I've had enough of hearing it. It's coming from rear (Possibly Wheels) as i'm braking coming to almost a complete stop, it makes a whoosing type of sound pretty much like if you were to put a marble in a metal bowl and spin the bowl to where the marble is just pinning around the bowl. I'm not sure what is causing this I was thinking wheel bearings but it only makes this sounds while braking slowly. Does anyone here have any ideas?

I do have a warped Rotor on my front passenger side not sure if that could effect the rear or not but i'm just throwing that out there just in case.

 

Remove the rear drums, inspect the drums and brakes, and look for a leaking wheel cylinder.

 

When were your brake shoes last replaced? Sounds like they might just need to be properly maintained.
