Default CEL stays on, fuel pump doesn't prime

1992 Integra 1.8L - Recently replaced Main Relay, fuel pump, ignition switch, and had ECM rebuilt. Replaced battery today.

Car has a random issue whereby during the ignition process, the CEL stays on, (no third click on relay), and the fuel pump does not prime or come on at all. Then a day or two later, it will work normal and start up fine. What else could be causing this issue to appear and disappear at random?

Thanks for the assistance as this is driving me crazy!

Chances are good that it is your ECU. Double check your engine harness ground at the thermostat housing to make sure it is clean and tight... and all engine grounds are also in the same condition.

I removed ECU fuse for 10 minutes. Re-inserted and car started as normal. Bad ECU? (It was supposedly rebuilt recently). Or do I need to let the run car for a longer period of time for it to reprogram itself?
