Default 94 Civic EG sedan - No tail lights, dash lights

What's good Honda-Tech,

My tail lights and dash lights are out if my headlights are on, but when I turn my headlights off, my tail lights work. My dash lights are also all out. I checked fuse 19 and it didn't look blown, I replaced it anyway and still not working.

I don't have a passenger blinker right now, I'm not sure if that could be something to do with it. Any ideas are appreciated as I'd like to drive at night.

What happens if you remove the bad bulb?

I don't have the blinker, like the whole passenger blinker is gone, the previous owner had it zip tied and on my first drive it fell out. Heading up to the junk yard tomorrow for a fender, passenger blinker and anything else I can find.

Is the pigtail still there, though, or are the wires just dangling free?

There's a bad ground connection or wrong bulb type installed.

It was working before so I'm guessing bad ground. How would I find it?

You didn't provide enough car information to answer your question. Bone stock Civic? What trim?

Problem linked to recent car work?

Yeah it's bone stock except for coilovers and a cold air intake. I'm not sure exactly when it happened but I did have the valve cover off so maybe I didn't reconnect a ground on there? I'm not sure. And it's a 94 civic lx 5 spd

How do you know that these^ are taillights versus brake lights?

Also remove the dimmer switch to see if it is plugged into the connector.
