There are coilovers also, but I don't see anything at the top of the strut to adjust. So maybe just move the bolts and holes? Check out photo, maybe you know the brand? I bought the car like this, but the camber is too negative.
Re: 96 Hatch has rear camber kit... How to adjust?
That's not a camber kit. If it has one it should be in place of the rear upper arms (not currently shown in the picture you provided). If it has one, it should be obvious how to adjust it. Most if not all of them have the same basic design. Usually it's two endlinks connected by a dual end threaded rod, with one thread going reverse. Loosen lock nuts and twist the rod to adjust the camber.
Re: 96 Hatch has rear camber kit... How to adjust?
If you aren't looking to ruin your car with those parts, you should look into replacing them with OEM components. That LCA is garbage, and I believe it is also upside down.
The OEM components will last longer and work just fine.

Ok, I found the adjustment. Should I just have an alignment shop set it so the camber is correct?
Re: 96 Hatch has rear camber kit... How to adjust?
Yes, you should. AFTER you flip those LCAs so they're installed correctly. Flipping them will change your ride height, which will change your alignment.
Re: 96 Hatch has rear camber kit... How to adjust?
Huh, well
Good luck finding tires that aren't absolute **** in the OEM size, though. At least with 14s there are some decent tires. With the OEM 175/70R13, you have exactly ONE option that doesn't suck nuts between Tire Rack and Discount Tire, and that's the Michelin Defender. The 185/65R14 that goes on a 14" wheel opens up a lot more options, including the Goodyear Assurance, Pirelli P4, Yokohama Avid, and the Continental ControlContact.
Seriously, if you're going to put steelies back on it, stick to 14".
Re: 96 Hatch has rear camber kit... How to adjust?
Yep, HX works too. Or OP can just not worry about it, and rock the 15" wheels he has. The difference is negligible, and 205/50R15 is an easy as hell tire size to shop for.
Re: 96 Hatch has rear camber kit... How to adjust?
X2 on the 13's. Been there done that, no options what so ever. Falken is the only one worth naming. And wow you went full fake on your suspension huh? Just go ahead and finish it by putting on a 23mm sway bar and hit some curves. Report back on how it failed.

But that's beside the point, I'm trying to give OP a idea of what's he's in for.
I know people who bought that brace and it bent before they even got a sway bar...
Going as low as possible and ******* up suspension geometry doesn't matter if you have garbage or 'quality' (all your parts you mentioned are still garbage by the way) parts.
It's a stupid thing that young kids think is cool.
I've been there...
One you start realizing that a crap ride quality is not worth the pissing contest of how low you are...you'll start rebuilding that car with proper parts and a reason to improve your handling.

A little research shows Federal 595 is a 205/60R13 performance tire as another option currently.
Severeal Federal Tire distributors across USA and even some here in Canada.

Indeed, they have to learn on there own in order to understand why we say what we say.
So!!! Back to the OP
The image you provided does not show any adjustable camber arms. I'm not sure what made you think what you just showed us was adjustable.
A 205 isn't going to properly fit on the stock 13" wheel. Also, tires in that size are race tires. OP has specifically mentioned "cheap" as a requirement for tires. Rubber with a UTQG of 200 that are specially designed for extreme high performance are the exact opposite of cheap.
