92 civic headlights when turning on markers.

92 civic headlights when turning on markers.
I have a 92 civic 4dr. And when you flip the headlight switch to the first click only the markers should be on. But in my case the headlights turn on also. Then when you flip it again the head lights get brighter.. any ideas?
