Default Brake Trouble Light Stays On

Can't get the brake warning light to go out. Unplugged the e-brake switch and the brake fluid level switch and the light stays on. All 3 brake lights are working. I tested the e-brake switch by checking continuity while pressing button on switch. Continuity changes when pressing button. Checked continuity on level switch with level full (no continuity) and with no level in reservoir ( switch has continuity with reservoir empty). What is next?

Check the ground for the brake fluid switch and proper level of brake fluid in the master cylinder.

Not sure if a burnt filament in the brake light bulbs causes the light to come on in this vehicle or not but check that both filaments work in the brake bulbs anyway.
