Default Fuel prime problem

What up guys
I have a 92 civic si 5 speed with the d16z6
And my fuel pump won't prime
I know it works because when I jump the relay the fuel pump primes
But the check engine light stays on and the cars just cranks but doesn't turn over I have a newly repaired ecu, main relay, sanded down ground by thermo, and I'm getting spark but still nothing
It's really starting to get frustrating
Thanks for your time

Loosen the top bolt of the fuel filter and turn the key to the on position. See if gas sprays out. If it don't try relocating the pumps ground. Be sure the Ignition switch is good and main relay.

Will that "newly repaired ECU" start another car?

Sometimes even replacing all the capacitors in a ECU doesn't fix the fuel pump priming circuit. Soldering skills or something else, I don't know.

Details? Pin 1 to 7 and pin 5 to 7?

But the check engine light stays on...and I'm getting spark
Are you sure there's spark at the plugs?

Just got car to start
I had let the car sit with ignition on until engine light went away (about 10 minutes)
And it started right up
But ran weird like its out of timing or flooded or something
I just took the plugs out and there fairly black at tips

Sounds like the ECU is bad.

How much did you pay for the "repair"? Is there a warranty?

Wow! It would have been MUCH cheaper to buy a known good used ECU.

$450 for a repaired ECU? Holy hell. Xenocron sells stock P28's for $190. You got taken for a ride.
