Icon4 D16Y7 Engine into 1998 EX Issues

Hey guys, new Honda Tech guy here looking for some help.

Long story short, girlfriend's brother had some guy install a D16Y7 motor from a 1997 Civic into his 1998 Civic EX, which had the D16Y8 motor like you all know.

When I got involved into this mess, the guy who swapped it stopped communicating and what I've been told is that the car started and drove home but very poor and rough, and now the car won't start. So far, he still hasn't provided a list of the things that he's installed. I have experience working on cars but not really Honda's so I'm a little lost.

What I have done so far is remove the M/T P2P ECU and install a M/T P2E ECU. However, I found these two plugs that are not plugged into anything and the car will not start. I could use some help understanding what these two plugs are:

This matches whats plugged into the engine block already, so I'm assuming it might be an oil sensor for the VTEC on the old motor? Either way, using my Multimeter it shows that its getting power when you try and start the car.

I need some help understanding what I could try next. I checked the starter and its receiving power, but I'm wondering if its been burned out or something since these two plugs are not plugged? I couldn't find where to plug any of them in if I needed to. Any information that I could get or any advice would be super helpful.

I just checked the engine codes and got the following:

P0118 - ECT High Input

P1509 - IAC Valve Circuit Failure

P1297 - Electrical Load Detector Circuit Low Input

The two plugs you want identified - what are the wire colors going to them? Honda uses the same plug types for a lot of their plugs, and it's extremely easy to mix them up. That one wire plug under the distributor is the coolant temperature sender for the cluster. Don't worry about it. The ECT, however, should be a 2 pin sensor/connector right near that one - what colors are the wires plugged into the ECT sensor there? I know you said you're using an MT ECU, but is the car a 5MT, or 4AT? Was the donor car a 5MT, or 4AT? The IACV should either be installed on the back of the intake manifold with a 2 wire plug going to it, or under the throttle body with a 3 wire plug going to it. Which location is it, is it plugged in, and if it is, what color are the wires going to it?
