Default Blower only works over 50 mph?

I have a 96 DX hatch that the previous owner swapped another Y& in with a EX tranny.. I have an odd problem it seems that my climate control/blower does not recieve power until im at least going 50 mph.. None of the climate lights turn on or the blower until I hit said speed. Any ideas where I can start tracking this down at?

This has to be the strangest car phenomenon I have ever heard. I can't even begin to think what is causing that.

Check the connector on the blower motor for corrosion. It could be caused by a poor connection. Once the battery voltage increases, the connection will arc, and cause the motor to turn.

This can also be caused by a worn out slip bushing on the motor itself. Normally a light, swift kick to the blower housing will restart the motor, indicating the brushes are worn out, oxidized, or otherwise defective.

When the motor does work, do all the speed positions work?

Next place to check would be the connection for the fan control behind the center dash. If your climate lights do not light up, does the dimmer on the control panel function? As a rule, the climate lights and the instrument panel lights will not work at the same time in this case. Is this the case?

When did this problem start, and what was the last thing done prior to the problem occurring?

I just got this car so I'm insure of How long the issue has gone on. I pulled e climate control and glove box an inspected all of the pigtails an blower motor resistor. My multimeter skills aren't excellent but from what I gathered there was no power to the pigtail for the speed selection. When the blower actually works all speeds and climate lighting works. When it isn't working my cluster illuminates fine but the climate lighting is dead. I'm really stumped do to the fact the entire climate control has no power below 50 mph.(radio and hazards work)

See if it does the same thing when on jack stands. Maybe the wind is a factor in bridging a loose connection.
