Default Injectors ground issue 97 civic

I've been breaking my head over this for a few days and I've came to a conclusion my injectors are not grounding out or (pulsating) I've come to this after testing and reading 12v at all injector plugs and when a noid light is installed it doesn't kick on unless I jump the ground... I'm getting spark and fuel up to the rail. And also the rail is out with injectors hanging on it idk if that would cause it but I realized from plugs being dry but spark is nice and blue.. I'm running a obd2a to obd1 jumper harness on a p28 came off my last running shell and the harness has been converted to obd1 also including distributor and aternator and injectors. I'm stuck lol... I'm getting a23 ground at ecu pin also. Any ideas ? Please anything would be appreciated as I need this car running before I start class again on the 30th. Thanks ht!!!!

The ground comes from the computer. Check the engine harness ground at the thermostat housing making sure it is clean and tight. Also check transmission ground and your valve cover ground. If all this is good... try a known good ECU.

Tested the thermostat housing ground has good continuity... Have a ground to the header bolt and one to tranny.. And ecu came from my last shell ran fine before pulling it... From what I remember last owner on my 440 Hi rcs said he ran e85 and should be cleaned but I didn't listen and used them like that and after a while I remember in my last shell on cold starts only it would take a good min to start after warm it'll start right up.. Idk I'm thinking it's either something with dizzy wiring or maybe clogged injectors.. Motor sat for about a month if that...

Also just to clarify the noid light doesn't turn on with key on || nor while cranking but when I place both multimeter leads on each injector plug I'm reading 12v with key on || wouldn't that mean it's getting to a ground ? While cranking from what I remember I believe was around 9v it dropped to...

No, that doesn't mean you're getting ground. Your multimeter is grounding the 12v. That's how it works.

Exactly what injectors are you using? Are you using an OEM resistor box, some other resistor option, or nothing at all?

My injectors are hi impedience and they read about 12.3 ohms each... Ran fine no issues my last car and from what I'm aware of I shouldn't need a resistor box... Im thinking something with the distributor sensors is not giving the correct input... But I'm getting spark

Your distributor doesn't control your injectors.

Is your CEL on? Does it work?

Remove the fuel injectors and clean the inlet screens thoroughly with brake cleaner. There is a possibility of water/moisture inside shorting the coils inside the injectors and/or particulate contamination clogging the injectors.

As for you assuming that your computer is fine because it worked in your last car a few months ago... that is a flawed assumption. When I said test with a "known good" ECU, I mean use the one out of your buddies car after he has pulled up in your driveway to come over and help you work on the car. Remember that EVERY single car part WAS fine right before it broke/failed. So just because it worked yesterday doesn't mean it will work today.

Found the issue guys... So this morning I went and got starter fluid to see what she would do and at first was hesitating really bad ran for a second then fell on its face and died after that kept trying till all of a sudden stayed on for a while after playing with the throttle... So then it died again and was sounding really rough... I also realized my rpm was out of tack and was showing 8k rpm so I went back to the dizzy wiring diagram and found rpm was blue which I remember was hard to tell which was dark or light blue they both looked solid blue... After that I switched the 2 blue wires from there original wires swapped them then didn't wanna crank so I tried the starter fluid again made it stay on light before took a few tries and she sparked right up and was running fine had a funny idle which turned out the iacv plug was mixed w the same plug right next to it ... After that she's running like a charm no cel appreciate the help ht!!!!!!!!! Hopefully someone would get to this when they have the same issue ..
