I was looking at purchasing a set of oem stanley EK9 CTR headlights from an individual, but then i realized that one headlight had a "reflector dome" (not sure if that is the right term or not haha) and one does not.

Are they just different "versions/markets (jdm, edm, etc)"?

Or is 1 just broken?

Your 2nd pic is legitimate JDM EK9 CTR headlight. It should have NO reflector shield for the bulb. However, it should have a city light bulb like your 2nd pic.
