Something is binding. Is the head of the block? Did you get it resurfaced? Does the local machine shop jet wash?

Most likely need to remove and reassemble everything. Take your time, line it up and be gentle.

Top pic, we are looking at the intake valves - distributor is off to the far right and rockers are offset shape.
You have the bolts that are threaded on top (to hold down the valve cover) in the wrong place.
They are supposed to be on the exhaust side, but you have them on the intake side.
The valve cover wont go on the way you have it.

Here's the proper toque pattern so you don't mess it up.
I would do it in a couple steps and final torque is 16 ft/lb for all the bolts.
(The two short end cap bolts on the far left that don't have a number on them go in after all the other ones are done and 14 ft/lb for them.)

I would loosen all the valve tappets and then set them to spec when you are done.

Also, I can't tell from your pic, but do you have the valves resting on the bench?
If you aren't already, you should be supporting the surface of the head on a couple wood blocks or something so the valves don't get broken or bent.
