Default 20001 Civic EX - Flashing dash lights / turn signals - won't start

About 2 weeks ago my daughters 2001 Honda Civic EX would not start. It had the normal clicking of a dead battery. We jump started it and took it to a local battery store where they load tested the old battery and it tested bad so we replaced the battery. It has been fine for about 2 weeks and she drove it last night with no issues. She tried to start it 3 hours after normal operation and it wouldn't start. I was thinking I had a bad alternator and that the battery had just died because it had worn down over the 2 weeks of poor alternator charging. When I went out to work on it this morning the dash lights and both turn signals just flash and it is clicking up under the dash near the fuse box? This is without the key even being in the ignition??? I hooked the charger up to it and the battery says it was nearly at full charge? When I try to start it the starter isn't turning over at all but I still get the clicking of the dash lights and the turn signals are still flashing. When I take the key out of the ignition the flashing still continues? I have disconnected the battery and reconnected hoping for something to reset but no luck. When I re-connect the battery the turn signals start blinking immediately and the dash starts blinking again too. I did verify twice that the emergency flashers are not on. More information - when I just open the car door even with out keys in the ignition the dash lights and turn signals blink for about 1 minute and then it stops blinking?

I replaced the starter but still won't start - blinking resumed as soon as I reconnected the battery? Still not even turning over with the new starter? It does have oil in it so I know the engine isn't seized. I am thinking maybe an ignition issue? Has anyone ever seen a minutes worth of blinking light just from opening the car door? Any help would be greatly appreciated!!!

All that clicking and light flashing usually means the electronics are getting barely enough voltage to function. With the battery at full charge and it's still doing it I'd say check the battery cables and major grounds (engine block to radiator support and one under each fender.
