95 civic Solid check engine light... burning ecus up

Car is a 95 civic hatch 5 speed with an LS swap. Stock engine harness and all that. I drove the car home from the shop I work at once I installed the swap and everything seemed fine. I tried to start the car about 2 weeks later and fuel pump isnt priming. I buy a new main relay to test if thats the issue and it was not. I put another ecu and the fuel pump primes. Ok cool. So then I start the car and let it run, but I have a cel. I try to retrieve the code and it just stays solid (with paper clip in service connector). I thought maybe disconnecting the battery would clear out the code and reset it. Once I reconnected the battery, the fuel pump no longer primes. I remember disconnecting the battery when I got the car home since it was going to be parked for awhile and didn't want anyone to steal it... RonJ I have read a lot of your wisdom on not starting and I hope you are out there somewhere!

Check battery voltage? When putting ignition on position 2 does the cel come on and go off? Are all your grounds good? ALL?
with key to position 2 (ON) check engine light comes on and does not turn off like it should. Try to check code and stays solid as well (with engine on or off).
I have checked the thermostat ground, battery ground, transmission ground, and valve cover ground and all seem to be good. Are there any grounds inside the car that can be causing an issue?

The car was a shell before the swap. No known issues. I bought it from a friend and he didn't say it had any wiring issues. I have not checked the ecu for burns I just assumed it burns them because I put another one on and the fuel pump primes again.
K, so it was a shell and you weren't able to verify if it ran. But its been sitting for a while at your friends place before he sold it to you. Look in the FAQ section on how to test the main relay connections.

You'll also need to verify that the ecu is getting power and how much. Since you don't have that info the pin can be located here.
