Default 1993 accord, cranks,no start

Ok, so I put a new water pump,and timing belt on. Now the cel stays on constant and the D4 is constantly blinking.
I've already replaced the master relay with no change.
HELP! LOL

If it hasnt started since you changed your timing belt, i would suspect you either missed a connection somewhere(Electrical) or, the timing is off.

double checked timing. I did get a different engine ecm. Still doing same thing. I made sure the ground at thermostat is hooked up.
The cel stays on, wont blink, no spark, no fuel
