For a question like this, i would redirect you to this section of Honda-Tech.
Honda Civic / Del Sol (1992 - 2000) - Honda-Tech
How long have you had the car, any previous work done? Anything replaced, installed?

Edit: my bad i misread that it was a 91, this is the forum specifically for those years as well. https://honda-tech.com/honda-crx-ef-civic-1988-1991-3/

More like why would anybody run a d16y7 PERIOD? Especially since OP could have used the same engine management with a D16y8 (ahem, VTEC)

Check ignition and cam timing with a timing light. If there is excessive backfire when it's running, etc...could just as easily be a bad sensor or a bad bearing in the distributor.

Is it throwing any codes?

I had the same issue when I bought mine. Car bogged BAD when giving anything more then roughly 30% throttle. Timing was off by quite alot. Just pulling the upper timing cover off will let you know how off it is.
