97 Civic Won't Start and Shift Lock

97 Civic Won't Start and Shift Lock
1. The car won't start w/ crank sound
2. Try to jump start still won't start
3 neighbor helps check:
spark plugs good
w/ half tank of gas
3. Notice that can't shift gear and can't step on break paddle
4. turn switch to on position, now can shift gear, but still can't start.
5. turn on switch shift to neutral then take out the key
while gear in neutral can't press on the break and try to push the car to move but won't move
Please help thank you.
