91 civic wagon no start no cel
Hello, this is my first post but I have fixed this car and a few other hondas from the info I have found on this site in the past. So thank you all. Unfortunately, I am stumped this time.
The car is a completely stock 91 wagon auto with 180k mi. It's my wife's daily driver. Last week the car had sat for a week and when we tried to start it, it just cranked and cranked with no sign of firing. I looked at the CEL and it turns on for two seconds and then off. I looked at ecu for codes and it just blinks once and then nothing (I think that means it's working but has no codes) I took out all four plugs to check for spark and they all seem weak to me, somewhat orange. I tested the igniter and coil, the coil tests fine but the igniter does not have continuity from the "white" (mine is yellow/green) wire to ground, nor does it have continuity from the "blue" wire to ground. It does have battery voltage at the other two wires.
So, I was in a rush to fix it and stupidly went ahead and bought a reman distributor, but no change. (Still no continuity on white or blue wires)
Other info:
Main relay clicks and I can hear fuel pump, also fuel comes out of the service bolt on the filter. I don't have a pressure gauge.
Fuel injectors get power with key on, but I don't know how to test for pulse.
About a year ago I re-soldered the main relay. I also tried bypassing the relay by putting jumper wires between the bottom four connections on the harness but no change. (Still no start and no continuity on white or blue wires)
I'm sure I installed the new distributor correctly, but since its isn't running I haven't adjusted the timing yet. Cap and rotor are less than a year old and plugs and wires are about two years old, they all seem to be in good shape.
I think timing belt (less than 15k mi) is ok because distributor rotor spins with engine (wrench on main pulley). And I get spark at plugs, but its weak orange.
I'm about to start searching for grounds and cleaning them up, but I wanted to post this so I could hear what you all are thinking. Thanks in advance.

So I cleaned up all the grounds, even the negative battery cable to transmission one.
Also, I took off the upper timing belt cover to confirm that the timing belt is in good condition and the mechanical timing is aligned correctly.
And I checked to see that the rotor pointed towards the no.1 cylinder point location.
I also looked down the throttle body while someone tried to start the car and I could see fuel being sprayed (it's got dpfi).
So now I am sure that I have fuel and timing but a weak spark. I am surprised it won't start.
I can't figure out how to fix the "white" (yellow/green) and "blue" wires coming from the ICM/igniter so that they have continuity to ground. Can anyone give me any advice on this? please!

Well, I sanded the points, rotor and connection to coil. Tested the wires. Also bought new spark plugs. No change. I am out of ideas as to what could be causing my weak spark. The distributor I bought is the TEC unit which I've read is the oem supplier.

So, I finally tested the compression and it was down to 75 psi across the board. I eventually realized that the all the start attempts with weak spark caused the cylinders to flood and then when it sat for a week or so that washed all the oil down out of the rings and caused low compression. So when I replaced the distributor and spark plugs the now strong spark was not igniting due to low compression and a flooded engine. So I did a clear flood mode start and it started, ran rough for a second, and then evened out just fine. Now it starts and runs just fine. I feel like an idiot for not thinking about the possibility of flooding earlier but I was focused on the faulty testing of the distributor, for some reason the those two wires don't have continuity to ground which the manual says they should. I think there may be a mistake in the diagnostic test or I am not understanding something correctly, either way I am happy that the car is ok. When I saw the low compression I was really worried for a minute, but now they are all up to 135. Just wanted to post this in case it helps someone else.
