03 accord dash goes in/out

03 accord dash goes in/out
When I turn on the headlights the dash/radio lights dim in and out. The length of time is random as well.
A couple things to note.
Had aftermarket lights several years ago, giy did some rigging and they havemt worked in over 5years (front). Passenger side is still rigged/works and I have no highbeams since its wired thru there I believe.
IAC p0507 fired so had been looking under the hood recently and noticed the drivers side fan wasnt working (no power).
Got the IAC fixed at the shop but just did the fan assembly YTC today and it works fine. Drove around and when I put on my headlight(s) the dash and radio dim in and out.
Thoughts?
