NEED HELP 89 Civic!!

Default 89 civic hatch, acceleration problems

Okay guys. I have a 1989 civic hatch DX model. It has the d16a6 in it with the dpfi system (d15 intake). I have a problem. In every gear, for example, in 1st gear, my car gets up to about 10-15mph and then it quits accelerating. The rpms stay the same when holding the gas for about 5 seconds and then all of the sudden, all of the acceleration comes back and the car takes off. It does it in every gear. I've replaced the whole dpfi system, the fuel pump, wires and plugs, distributor, O2 sensor, and ELD. I can't seem to figure out what is wrong. Could it be my ECU? Could it be my timing belt is off a tooth? I'm confused. Please help me. And help will be much appreciated. Thanks
