Default Looking for advice on My flood car

Hey guys, newly a member here on H-t but not to the Honda seen. I've accompanied a huge headache. Alittle background on myself, I'm a recent automotive/high performance college grad and have the skills to repair this car but I need some pointers from the greater experienced. So anyways, Two weeks ago while I was asleep, my turbo B series integra got flooded in about 3.5ft of water in my apartment parking lot. I cleaned the cylinders out and have had the engine running(very very poorly) car was on Neptune and I'm pretty sure the demon is fried(haven't got to fully test the ecu by itself but I picked up a new p28 and the car ran just as bad with the same demon in it), new fluids in the engine and trans but my clutch will not disengage, I will figure this out later after pulling the trans.
My main problems and point of concern;

The windows were working and now will not move including the sun roof. I'm assuming they're not getting power or getting very little because even with force they don't move.

The wipers also constantly running. All the gauges and lighting do still work, inside and out.... So is this car always going to be a nightmare or should I be able to go through and clean most all the connecters out, inside and out of the car and maybe replace the fuse box and get this car back on the road with some new software as well? the inside is stripped now with only the dash and steering wheel in, water was about and inch above the glovebox. Will I need a full new wiring harness on the inside under the dash, new climate controls, new cruise control module. I'm kind of lost on where to go here.

Thanks for any tips and help!

Salvage what you can and find a new car. My opinion

that's serious water... if you're up for it replace all you fuses or just take every one out and see which are blown granted that may not do it. How long was it submerged just above the glove box is deep.

I hate to get a new car, but I know it may be the only way.

I guess it was under for about an hour maybe? 12 oclock there was no water, 'I got up at 5 oclock and my apartment had been under water and went back down and the parking lot was lower than the apartment. there was still about 10" in the parking lot when I stepped out
