Default Cooling Fan Timer

The car is a 94 Accord EX F22B1 Auto

Last year the timer that kept the cooling fan running when the motor was off worked as it should. This year it hasn't come on in spite of a lot of heat. So I replaced:

The B sensor
The timer behind the glove box
The relay in the under-hood fuse box
The fuse in the under-hood fuse box

When I jumper the plug for the B sensor, the fan does not come on. Is there something else I should be checking?

Both fans run fine when the AC is on, and also when the motor is running, AC is off, and it is hot. The only thing that doesn't work is the timer when the motor is off. Maybe there is a fuse I have missed? Or another relay?

The key was off. BUT, I re-checked it again and found that when I jumpered the plug with the ignition off, it did not work. When I cut the switch on, then turned it off, and jumpered the plug it did work. So when the ignition is switched on it apparently activates the timer which will operate the fan for some length of time after the ignition is turned off. Maybe the water is just not hot enough, but it sure seems like it is. Next step is to test the B switch again.
