Circled in red---is there a name and even more so, is a replacement sold?
I just tackled some rust repair--- touched it with my sander and it turned to dust. I always see NY civics with rust/rot here- pretty common.
I was hoping to purchase a replacement, if not, Ill fabricate out of stock. I got a hole now about 3 inches long, after hitting it with the angle grinder and searching for metal.
Id definitely RATHER purchase it tho.

Never mind-
I found it--- I guess you gotta buy the entire piece. Its the rear quarter panel arch-
I *think* cutting the entire quarter panel out is above my abilities. I just ordered the arches, Im going to cut them off about 6" below the door handle and just weld in that area.
So--anyhow got rear wheel fender rust that wants to purchase 1/2 a wheel arch? lol
