My 96 accord is not running right I'm looking for a 2nd opinion I'm thinking it's the fuel regulator or filter because it runs like normal and then runs like crap then go back to running normal I know it's getting fire to all cylinders I've check it while it was running bad

 

check mechanical timing ie crank/cam alignment.

It depends on what exactly it's doing. Just saying it's running bad doesn't explain anything.
