Default does anyone know how to add images to this damn thing?

I can't even insert a smiley or any other symols at the bottom...looks like this:

try putting an URL between the [IMG][/IMG]

how do you put a url in between [IMG][/IMG] and how and where do you upload your pics? sorry Imma n00b
