Default New steering rack is hard to turn

I got rid of my power eh steering rack for an integra, both lines were looped. The old rack I could spin with one finger when the tires were in the air. This new rack is a mother to spin, wheels off the ground. Same looped lines. Not sure why. Bad new rack?

same part number as the old rack, you just bought a new one (remanufactured or aftermarket?) as a replacement correct?

if that is the case, try flushing some fresh fluid through a few times working the rack lock to lock. if it still doesn't loosen up it may be a manufacturing defect. could also have too much pinion preload, but unless you really want to set that yourself, it should be warrantied (I would hope)

Yes. I think that may be it regarding the preload. Instead of removing and sending back, I purchased the tool to see if that will help.
