Read the forum Rules about car information, and also post a picture of the entire smog sheet.

You couldn't find the rules sticky, which is literally stuck to the top of the subforum?

The sheet states that your ignition timing is off. Correctly adjust it.

23* BTDC? It's a minor miracle the car even runs...

There is rarely a quick fix to car problems. You need to take it step by step. For now, step one is properly adjusting your timing to be within spec.

Dear Mr. Noobie, please escort yourself to the FAQs sticky. There you can answer your own question.

i now know i need a timing adjustment
Then why the heck are you posting in this forum rather than adjusting your timing? Why do you think the smog station failed your car?

I understand everything you're saying, and it tells me that you don't listen or comprehend. The smog sheet states with absolute clarity that your ignition timing is off. How could you possibly miss that? Go fix it.

Before things go bad for you, let me try to explain something to you. See RonJ's blue name? He's a moderator. He's also a well respected part of this community. Mouthing off in general is a fast way to not get help from anyone, and mouthing off to RonJ is a fast way to guarantee you won't be seeing any help. Do try to keep your attitude in check, for your own sake.

Quite frankly, if you can't afford a retest fee, you can't afford to own a car in your state. Diagosing and fixing is a step-by-step process. For now, the only step you have is to get a timing light, properly adjust your timing, and go get re-tested.
