Default Crank No Start

My brothers '93 integra took a dump a few weeks back. I drove 400 miles to check the thing out. He said it wouldn't start some times and then some times it would until one day it just didn't start. I thought it sounded a whole lot like a main relay issue. So when I got down I brought a new main relay and a known good relay along with a few diagnostic tools.

The first thing I did was check the oil and it was good, then i turned the thing over and it sounded ok except for it not starting. I checked the gas cap and there was no whine or pressure. I then cracked the fitting at the fuel filter and no pressure. I then tried 2 spark testers and no spark. So I'm thinking I'm going to look like a total badass and fix the pos in about 5 minutes. I remove the plastic trim and check the main relay and it looked fine. I switched it out for the known good relay and went to start it and nothing. So then I started checking fuses and relays and everything is fine. No CEL at all. I didn't have a spare ecu but I might if I can't think of anything else. Does anyone have any ideas? The engine turns over and sounds healthy. Just has no spark or fuel. I'm going to be working on it when I have some time but I thought I'd throw it on here and see if anyone else has has similar issues.

Just found out another thing. Apparently with the key in the ignition and brake pedal pressed you can not move the shifter out of park. I can move it when I put the key in the key that allows you to move it without the key in the ignition. Now I'm wondering if there is a neutral safety switch. Or maybe that just happened when I towed it back :/ But every other times I've had a neutral safety switch they go bad the car doesn't even turn over. So I'm guessing that's a no. Now I'm really thinking ecu.

check the distributor might be a faulty ign coil or ICM module. Search how to test them.

That was a problem it had a few months back. I ended up replacing the whole distributor. But if that were the problem the car would still have fuel right? As far as I know it would but maybe I'm wrong.
