Default 1998 Acura 1.6el (Honda Civic) crank no start issue

I think I tried everything before posting, so I'm basically stumped.

Yesterday, I started up the car, just made it out of my parking spot when the engine died. It will crank all day, but will not start. After looking at a few things, I noticed that there was no spark. So here's what I've done so far:

Checked:
1. Coil (seemed out of spec - secondary was 8k ohms - so it was replaced)
2. Igniter (replaced)
3. Rotor and Cap (new)
4. Spark plugs (new)
4. Main relay (swapped to see if that was causing the problem, no luck)

Other stuff:
1. Cranking shows that the valves are moving (no broken timing belt)
2. There does seem to be pulses at the igniter, coil - but that doesn't make any sense since I would expect to see a spark if there are pulses unless I'm doing something wrong.
3. Measured at the ECU harness while connector C was unplugged:
- CKF C1-C11 2.152k
- CFP C2-C12 375 ohms
- TDC C3-C13 366 ohms
- CYP C4-C14 370 ohms
4. Checked IGN fuse under steering wheel, looks good.
5. No CEL light, no codes thrown

Not sure what else to try. Any suggestions?
